1. What must the state accomplish?
2. How will the state measure its progress and success?
3. How much money does the state have available to spend?
4. What is the most efficient and effective way to deliver essential services within available funds?

Does Kansas become a state where we know the cost value of everything but value nothing? Has public education dropped to the bottom priority of core functions in this state?

Or do we as a community rise up to defend what we value?
