KASB on the State of the State

We’ll have more to say on this but here’s information from KASB. We agree

“’A majority of the projected shortfall we face is due to increases in K-12 spending since fiscal year 2014,’ Brownback said in his State of the State address…

“Brownback’s statement was a far cry from his campaign rhetoric when he often bragged about the quality of Kansas public schools and defended his funding record of K-12 education.

“And it is a far cry from what budget experts say is the cause of the current budget crisis, which they attribute to income tax cuts enacted by Brownback that will reduce revenue to the state by $5 billion over seven years. On Thursday, Brownback vowed that the state would continue to cut state income taxes to zero.

“Brownback also said the current school finance formula was a hindrance to accountability, efficiency and ‘designed to lock in automatic, massive increases in spending unrelated to actual student populations or improved student achievement.’

“Even though Brownback complained about school funding increases, last month, a three-judge panel declared the amount of school funding inadequate and the system of financing schools unconstitutional.

“Alluding to the litigation, Brownback said there should be ‘a time-out in the school finance wars.’ He said the Legislature should work on a new school finance plan over the next two years.

“In related issues, Brownback called for moving school board and city elections from the spring to November, and a proposed constitutional amendment to provide for the direct election of Kansas Supreme Court justices or a system where the governor would select justices with Senate confirmation.”
