In Valley Center, [the governor’s block grant proposal] could have very negative consequences that should concern parents and community members. Since 2010, Valley Center schools have increased an average of 101 FTE (full time equivalency) students per year. In other words, each year we see an increase equivalent to 101 new students (combining increase in the number of students 1.) enrolled, 2.) receiving at-risk or special education services, 3.) enrolled in career ready courses, and/or 4.) receiving bus transportation services). Under Governor Brownback’s two year block grant proposal, USD 262 would not receive additional funding for those 202 additional students and services projected over the next two years. Even at the current unconstitutional level of $3,852 BSAPP, that equates to a loss of an additional $778,104 dollars. Three quarters of a million dollars to cover the additional staffing needs for the increased enrollment would go uncovered. The Board could consider increasing local property taxes, something they’ve tried not to do, to offset some of the costs. However, all increases would be borne by local tax payers, as the Governor’s plan does not allow for an increase in the state’s portion of those taxes.
So what could this mean for USD 262 (and schools all across the state)?
increased class sizes
increased property taxes
increased enrollment fees
more layoffs (we already have less staff now than in 2009)
decreased course offerings
decreased compensation compared to peers for teachers (KS now ranks 42 in the nation for teacher pay)
decrease the amount of students transported to school (the state only funds transportation for students that live 2.5 miles or greater from home to school, many believe that any student less than than 2.5 miles from school should find another mode of transportation (walk, ride bike, etc.)As a superintendent, and as an advocate for our students, I believe it’s critical that Kansans get involved in the legislative process, contract their legislators, and share that it’s time to adequately fund our schools and to leave the formula alone.
