As the House K-12 Education Budget Committee attempts to include a bullying voucher in its school funding bill, we take a look at the tax credit scholarship voucher-in-disguise program already in existence. It appears largely to be the Kansas Subsidizing Religious Education program.
The top Scholarship Granting Organizations are the Catholic Education Foundation with 436 eligible students, Support for Catholic Schools with 105 eligible students, Christian Faith Centre, Inc. (from its Facebook “exists to recruit, retain, and develop people into the full knowledge of Jesus Christ and to empower them to live a spiritually, emotionally, financially, and physically liberated life through the power of the HOLY SPIRIT”) with 43 students, Success for Kansas Students (whose board includes KPI staff and the Reverend Wade Moore who leads a faith-based school in Wichita) with 11 eligible students, ACE Scholarships SGO, Kansas LLC (which is based in Denver and appears to funnel students to a Christian school in Topeka-Cair Paravel Latin School) with 8 eligible students, and Renewanation (a Virginia based organization that gives scholarships to give students “education based on Christian values and biblical principles”) with 4 students. The Independent School is the only SGO on the list without a religious affiliation and has only 4 eligible students.
It’s also important to note SGOs can keep up to 10% of the money they funnel so not only are the schools benefitting but so are the SGOs, several of which aren’t even Kansas institutions.
